It’s really simple, just sign up through a Member Club
Every CSGA Member Club is licensed to issue handicap indexes and many public courses offer a "handicap only" service. USGA Handicap Indexes are issued to individuals only through recognized golf clubs. The USGA Handicap System requires that a golfer be part of a club so that “peer review” is part of the handicap process.

What is a “Course Rating”?
A USGA Course Rating is the evaluation of the playing difficulty of a course compared with other rated courses for the purpose of providing a uniform standard by which to compute USGA Handicap Indexes. A USGA Course Rating is equal to the average of the better half of a scratch golfer’s scores under normal conditions.
